Crypto lobby wants software dev protections added to crypto bill
A coalition of major US crypto advocacy groups has urged lawmakers to include protections for software developers in a new crypto market structure bill. They have requested that the Blockchain Regulatory Certainty Act (BRCA) be appended to the Digital Asset Market Clarity (CLARITY) Act of 2025. The proposed BRCA aims to exempt software developers of non-custodial crypto platforms from being classified as money transmitters. The lobbying group emphasized that developers creating peer-to-peer software operate differently from traditional financial institutions and should not be treated as such. Coin Center's communications director raised concerns about potential unconstitutional surveillance requirements being added to crypto legislation. Recently, the US crypto regulatory landscape has shifted, with officials indicating a move away from strictly enforcement-based regulations toward a more collaborative approach with industry participants. This marks a significant change in attitude since the Trump administration, as the SEC chair announced plans to engage with the crypto sector before finalizing legislation.
